SUMMARY:SB 25-151 Facility Survey Kick Off Meeting TWO
DESCRIPTION:On October 1\, 2024\, the Timothy Montoya Task Force to Prevent Children and Youth from Running Away from Out-of-home Placements\, published its final report. In that report\, the task force issues a recommendation to conduct an assessment of the physical infrastructure needs of residential child care facilities. Specifically\, the task force recommended: \n“The Colorado General Assembly should fund a statewide assessment of additional physical infrastructure within residential facilities to help prevent children and youth from running from out of-home care. This study should include the use of delayed locks\, fencing and alarms. Funding should also be provided for the implementation of these mechanisms\, if the study finds their use to be appropriate.” \nIn response to that recommendation\, the Colorado General Assembly passed Senate Bill 25-151 – Measures to Prevent Youth from Running Away. One of the requirements of this bill was for the Office of the Colorado Child Protection Ombudsman to conduct a statewide inventory survey of the physical infrastructure of residential child care facilities in place to deter children and youth from running away. \nPrior to distributing the survey\, the CPO will be hosting two kickoff meetings explaining the background and content of the survey and answering any questions facility leadership may have. SUMMARY:CO Child Welfare Assessment Tools Office Hour
DESCRIPTION:Following the Child Welfare System Interim Study Committee\, the Colorado General Assembly passed\, House Bill 24-1046\, which requires the Office of the Colorado Child Protection Ombudsman (CPO) to select a third-party evaluator to conduct the audit. Among other things\, this audit will identify gaps and solutions in completing the tools\, examine the impacts of geography and race/ethnicity and\, if needed\, recommend best practices and suggest improvements. A final report summarizing the results of the audit will be submitted by March 1\, 2026.\n\nConcluding the four month selection process\, ICF was selected to serve as the third-party evaluator and has executed a contract with the CPO to fulfill the requirements articulated in HB 24-1046.\n\nThe CPO is committed to ensuring that stakeholder partners remain informed regarding the progress of the audit and have clear expectations about how they may engage with this process. This is the fourth of four virtual office hour sessions available to stakeholders and the public. During this time\, anyone is encouraged to sign on and learn about the progress of the project and any pertinent updates. There will be  time for open discussion and Q&A.
