DESCRIPTION:Overview: \nThe Office of the Colorado Child Protection Ombudsman (CPO) is starting efforts to implement two newly enacted laws that will require a collaboration and partnership between the CPO and the state’s residential child care community. Both laws (detailed below) require the CPO to implement new programing in Colorado. To do this effectively\, the CPO will be launching a listening tour to learn from those with experience in this community. \nThe CPO is hosting two virtual listening tour sessions designed specifically for staff and facility leaders. These sessions are an opportunity for these individuals to share their insights\, priorities and suggestions about how the CPO may best carry out its responsibilities in a way that supports the work of these facilities and the youth they serve. \nThis session is the first of two scheduled listening tours. Zoom information is provided below. \nAbout the Legislation:  \nHouse Bill 25-1200: Modifications to the Office of the Child Protection Ombudsman \n\nThis new law authorizes the CPO to visit youth and young people in facilities to hear any concerns they may have with their care or treatment. These visits must be scheduled in collaboration with facility leadership\, may not be unannounced and can be requested by the resident themself or by somebody on their behalf. Facilities must provide a private\, confidential space for these meetings\, which may occur either in person or virtually.\nThe CPO will supply outreach materials explaining how youth can contact the office or file a complaint. Facilities must display these materials in a visible location and work with the CPO to offer educational sessions to residents about their rights and the CPO’s services.\nEach facility will develop a Memorandum of Understanding with the CPO regarding these provisions.\nThe full text of this bill may be found here\, and a fact sheet summarizing the bill may be found here.\n\nSenate Bill 25-151: Measures to Prevent Youth from Running Away \n\nThis new law requires the CPO to conduct a statewide survey about physical infrastructure that prevents youth and young people from running away from facilities. It will include questions about both the infrastructure currently in place at facilities and what physical infrastructure you feel is needed to deter youth from running from care. Zoom information is provided below. \nAbout the Legislation:  \nHouse Bill 25-1200: Modifications to the Office of the Child Protection Ombudsman \n\nThis new law authorizes the CPO to visit youth and young people in facilities to hear any concerns they may have with their care or treatment. These visits must be scheduled in collaboration with facility leadership\, may not be unannounced and can be requested by the resident themself or by somebody on their behalf. Facilities must provide a private\, confidential space for these meetings\, which may occur either in person or virtually.\nThe CPO will supply outreach materials explaining how youth can contact the office or file a complaint. It will include questions about both the infrastructure currently in place at facilities and what physical infrastructure you feel is needed to deter youth from running from care. SUMMARY:Information Session: Family Safety and Risk Assessment Tools Audit
DESCRIPTION:On March 2\, 2026\, the Office of the Colorado Child Protection Ombudsman (CPO) will be releasing the independent audit of Colorado’s Family Safety and Risk Assessment tools\, as required by House Bill 24-1046. The report details ICF’s findings and recommendations\, as required by statute. The audit focuses on system-level tools\, processes and conditions across Colorado. It is not an evaluation of individual caseworkers\, supervisors or counties\, nor is it intended to assess the appropriateness of decisions in individual cases. \nThe CPO and ICF are hosting four virtual information sessions to review the purpose and scope of the audit\, summarize the evaluation approach and answer high-level questions about the report. These sessions are intended to support a shared understanding of the audit and its findings. These sessions are open to the public and will be recorded. DESCRIPTION:On October 1\, 2024\, the Timothy Montoya Task Force to Prevent Children and Youth from Running Away from Out-of-home Placements\, published its final report. In that report\, the task force issues a recommendation to conduct an assessment of the physical infrastructure needs of residential child care facilities. Specifically\, the task force recommended: \n“The Colorado General Assembly should fund a statewide assessment of additional physical infrastructure within residential facilities to help prevent children and youth from running from out of-home care. This study should include the use of delayed locks\, fencing and alarms. Funding should also be provided for the implementation of these mechanisms\, if the study finds their use to be appropriate.” \nIn response to that recommendation\, the Colorado General Assembly passed Senate Bill 25-151 – Measures to Prevent Youth from Running Away. One of the requirements of this bill was for the Office of the Colorado Child Protection Ombudsman to conduct a statewide inventory survey of the physical infrastructure of residential child care facilities in place to deter children and youth from running away. \nThe CPO will distribute the survey to applicable facilities on April 1\, 2026. During the month of April\, the CPO will be hosting virtual office hour sessions during which members of the CPO team will be available to answer any questions about the survey. \nThe meeting will be held via Zoom and recorded.
